Site Language does not work in 'Manage Groups'

Description

Please see the attached screenshot. Although it is set to Spanish as the site language, the 'Manage Groups' page is not displayed in Spanish.

Steps to reproduce:
1. Move to Site Info.
2. Select 'Edit Site Information' -> 'Spanish (Spain)' as Site Language -> 'Continue' -> 'Finish'.
3. Select 'Gestionar Grupos' (Manage Groups). Then it is not displayed in Spanish.

Thank you for taking a look at this.

In order to fix this, 0.7.7 or above version of SakaiRSF component is needed. Currently, the following versions are being used in each Sakai.
Trunk: 0.8.0-SNAPSHOT
2.9.x: 0.7.5

0.8.0-SNAPSHOT is being used after the fix via in trunk. So, it does not happen anymore in trunk. But it is still happening in Sakai 2.9.x because SakaiRSF 0.7.5 is being used. Therefore, it is still needed to change the version in Sakai 2.9.x.

The issue does not seem to happen anymore in trunk. Could a change of rsfutil.version have solved this, even if it's not the way it should be fixed?
