Scheduled Announcements that contain attachments do not produce email.

Description

Scheduled announcements that contain an attachment do not produce email, although the announcement does post.

The log file does produce the following error:

Feb 23 20:17:48 traverse [QuartzScheduler_Worker-3] ERROR org.sakaiproject.component.app.scheduler.jobs.ScheduledInvocationRunner - Failed to execute component: [org.sakaiproject.announcement.impl.SiteEmailNotificationAnnc]: java.lang.NullPointerException
