Enable Announcement re-order by default

Description

As described in SAK-8005, there is an announcement re-order feature that needs to be enabled in two places (sakai.properties and in the tool property). The current default has it enabled in sakai.properties but disabled in the tool property. I propose changing the default tool property to 'true' to match the default sakai.property.
