Synoptic Forums tool displays link even if forums have been disabled in site

Description

If the Forums tool is disabled under Site Info -> Page Order, a link still displays under My Workspace -> Message Center Notifications and Site -> Message Center Notifications for the student.

With the tool being disabled, the link shouldn't even display.

To reproduce:
Under Site Info -> Page Order, disable Forums

As the student, log into My Workspace
A link displays under My Workspace -> Message Center Notifications
(The link takes the student into the site)
In the site "New in Forums" displays under Message Center Notifications
