Currently, the following five files are stored dispersedly:
site-manage/site-manage-impl/impl/src/bundle/SampleCourseManagementProvider_ar.properties
site-manage/site-manage-impl/impl/src/bundle/SampleCourseManagementProvider_es.properties
site-manage/site-manage-impl/impl/src/bundle/SampleCourseManagementProvider_eu.properties
site-manage/site-manage-impl/impl/src/bundle/SampleCourseManagementProvider_ja.properties
site-manage/site-manage-tool/tool/src/bundle/SampleCourseManagementProvider_fr_FR.properties
Those localized resource bundles should be stored into the same location as the default bundle:
site-manage/site-manage-util/util/src/bundle/SampleCourseManagementProvider.properties
Because SampleCourseManagementProvider_eu.properties has already been stored within the site-manage-util, it can be removed from site-manage-impl. Other four files should be moved into site-manage-util. (But I don't know they are truly used in Sakai.)
