Site language selector affects the entire portal render, not just the specific site

Description

When selecting a specific site language, it actually affects the rest of the portal as well, not just that specific site.

To reproduce:

1. Login to Sakai. Note your start language, in my case, English. My Workspace and More Sites are listed as such. Screenshot 1.
2. Go to a site and change its language to something else, eg Spanish.
3. Note that not only has the site changed but everything else has as well, My Workspace is now called Mi Sitio, etc. Screenshot 2.
4. Visit your My Workspace site, it changes back to your default language.

I am not sure if everything should change language when just the one site changes language.
