jQuery library is overloaded and does not work correctly in PDA portal

Description

Since a jQuery library peculiar to a tool is overloaded by /library/js/jquery-latest.min.js, its script does not work correctly.

Steps to reproduce:
1. Log in from a mobile device.
2. Select a site.
3. Select Polls.
4. Tap the table header which is using jQuery for sorting. Then, "HTTP Status 404 - /polls-tool/templates/" is displayed instead of sorting. (See attached Polls.PNG.)
