Unable to create course site - No academic terms

Unable to create course site

On qa29, log into 'My Workspace' -> Worksite Setup
Try to create a new course
The list for Academic term is not populated, making it impossible to create a course

This seems to be specific to qa29 - I am able to create courses on qa3. Both sites are tagged with 2.9.0-b02

Verified on local 2.9 trunk instance (http://one.durango.ctools.org/portal#)- I was able to create a Course site for each of the two listed academic terms
