Help tool should use the skin.repo skin if it is defined rather than just the hardcoded /library/skin/

Description

In the help tool, for most of the help files /library/skin/. Ideally all of the help would be changed to be a template, but I think the easiest solution would be to just search/replace "/library/skin" with the value of skin repo.
