Importing archives extracts nested zipfiles.

Description

If you import a archive which contains some files destined for the resources tool, if any of them are zipfiles then they get expanded rather than copied across as is. This means if you can't for example have a zipfile of content that students should download for exercises.

Looks like a good fix. We should make the fix the default but also need to allow a config option to revert to the current behavior.

Feedback from core team call was that we make it an option with the default to not extract zips.
