Common: Implement resource id truncation in more universal way

Description

SAK-18833 implemented truncation of web links and resource links.

This work should be moved to a helper function so it can apply to all types of content that may be imported via common.

My fix reverts the work in https://sakaiproject.atlassian.net/browse/SAK-18833#icft=SAK-18833 and then moves the id truncation to the renamed helper function makeIdCleanAndLengthCompliant

Tested on local dev instance. Should be tested before a merge to 2.8.x.
