I verified the issue is a general Sakai CLE problem affecting 2.7 and above releases.

This SAKs display similar issues where a permission appears to be changed but is not actually changed for a user.
If the site owner adds a permission in a group then that change in permission will be reflected in the UI for members of the group but the new permission is not respected and the action is denied to the user. See attached screen shot to see an example in CTools 2.7.1D running in production.
