Portal now has a dependency on Profile 2 & Presence service

Description

The PCServiceEntityProvider in the new portal has a runtime dependency on profile2 - this is a specific tool implementation and schools should be able to run Sakai without Profie2 in their build. It also breaks the Cafe build

The presence one is more ambiguace - I would think we may want to premote the service to kernel for 2.0

SAK-20565. Portal chat is now uncoupled from Profile2. Reflection is used to test for Profile2's availability.

Portal chat is now uncoupled from Profile2. Reflection is used to test for Profile2's availability and if P2 is not available the connections div is hidden. The presence service is still depended upon. Isn't presence a core service?
