Regression: User-entered content in Resources should be served as UTF-8

Description

To replicate issue:

1) Go to course site -> Resources
2) Add New Text Document
3) Type "asdf" into box
4) Save
5) Click the file to open in Firefox or Chrome

The file is being served as UTF-32LE not UTF-8. All content created in Sakai should be served as UTF-8.

This issue also impacts 2.7.x. KNL-681, https://sakaiproject.atlassian.net/browse/KNL-682#icft=KNL-682 and https://sakaiproject.atlassian.net/browse/KNL-683#icft=KNL-683 have been merged to kernel-1.1.x, r96370, 96371 and 96368.

There is nothing to merge now in regards to this ticket. Fixes made to the kernel and included in kernel-1.2.0.

Marking this issue as resolved. 2.8.0rc03 should contain the fix. Please confirm the fix in 2.8.0rc03 before closing this issue.

Sam, David merged the fixes for KNL-681, https://sakaiproject.atlassian.net/browse/KNL-682#icft=KNL-682 and https://sakaiproject.atlassian.net/browse/KNL-683#icft=KNL-683 today. Please check if all is OK for you.

All fixes are now in trunk. Will wait to close this issue when all KNL fixes are merged into 1.2.x.
