Ability to add user accounts via CSV upload

Description

This is a feature request for the ability to create a number of user accounts via CSV upload. In the Admin 'Users' tool, another screen could be added that accepts a properly formatted CSV file and creates the accounts.
NOTE:
It probably more user friendly and easier to have this manifest as a textarea rather than a file upload. This allows data to be copied and pasted from emails or SIS system output screens directly into the tool rather than having to generate a CSV file first. For users which have a CSV file it is quite easy to open it and copy and paste all the text into the field. It is a bit harder to do it the other way around.

This work has been done in https://sakaiproject.atlassian.net/browse/SAK-21405#icft=SAK-21405 so I'm closing this one. Please see there for the patch for the Admin users tool.

Here was the code I have to do this using entitybroker. I don't have the time to fully commit it now (Add a link to user tool, do the i18n required, add in error checking for return calls). Maybe someone else would feel like working on this again someday.
