Tomcat 7 works fine. I would vote we move one step ahead and go straight to TC7. It's been out for some time already and has had, at the time of writing, 12 releases.

It a guess, Tomcat has been upgraded in Servlet version that it supports leaving the context.xml syntax slightly different to expected. In the Exception you see:
We should spend some time investigating the deployment of Sakai on Tomcat 6, possibly for 2.8 or 2.9.
