I'll defer relocating the files for the moment. I'm patching them now to reflect KNL-98, https://sakaiproject.atlassian.net/browse/KNL-99#icft=KNL-99 changes (r56111,r56127,r56159).

They don't need to go back to the kernel, they just need to be up-to-date.

I'll check on the missed recent changes. Would relocating them in say config/typeformats/.... work or should they be located back in the kernel? Moving them back will require a K1 release should they require updating.

In

config/localization/bundles/src/bundle/org/sakaiproject/localization/bundle/

content_type_extensions.properties and
content_type_images.properties

are not localization bundles (i.e. they should not get translated) and should possibly go elsewhere to avoid confusion.

Plus these are older versions and have lost recent changes which were checked in to kernel (OOXML and openoffice formats) which need to be restored.
