Realms tool doesn't allow providerID with CMS not present.

Description

If you have a GroupProvider but not and CourseManagementProvider, then the Realms tools cannot be used to set the providerId on a realm as it checks with the CourseManagementProvider when one is set.

Just make realms tool depend on GroupProvider.
