I think the permission helper from authz might not fit this model (it's not really admin).
Also the new user signup and profile modification from user might not fit.

Can I suggest re-looking at this.

With the use of assemblies I think we could sensibly put all the velocity tools in one webapp, they are old tools and has anyone made any changes to them recently, are the committers that different?.
This would increase startup time (less webapps = faster startup).

I'd suggest putting the realms, users, sites alias tools into and admin toolpack which deploys as one WAR.
