Post event for each participant add/remove

Description

The event for site participant add/removal only provides the site reference and only posts once per bulk update. I think it would be more useful to have an event post for EACH participant addition/removal along with a reference for the participant so that observers can track the actual enrollment changes.

Perhaps something like site.upd.participant.add/site.upd.participant.add.
