Add UsageSessionServiceAdapter/UsageSession unit tests

Description

UsageSessionServiceAdapter and its implementation of UsageSession (BaseUsageSession) are scheduled for refactoring as part of the session clustering effort. As with SessionManager and ComponentManager, we'd like some unit tests to guard against regressions.
