Announcements, Syllabus and Resources never send digest messages

Description

Announcements, Syllabus and Resources always send an email notification, despite how the user preferences are set. Mail Archive works fine, so this might be something to do with which methods are over-ridden.

Oops – my bad. Low Priority Announcements and Resources are indeed sent in a digest email – higher priority announcements & resources are sent to user by design.
