Make portal generate URLs containing site aliases

Description

Currently portal can decode aliases but doesn't generate URLs containing them.

It was waiting on KNL-295. I need to look at what else needs to go in.
But yes this ticket should never have been open for so long.

This ticket is open but there are multiple commits against it from 2008 and also at least one bug with those commits. What is the status of this? It seems to be potentially incomplete and untested but the code is part of Sakai and has been for awhile.

Clearly we have a review failure here so adding this to next core team for discussion.
