worksite setup / users are able to delete course and project sites via worksite setup

Description

instructors/project owners/ those with maintain rights are able to delete project/course sites in Oncourse CL using the 'Worksite Setup' tool in My Workspace.

Steps to reproduce:
Log into staging as an admin, find a random course site and set yourself as the instructor
Log in as that instructor, click on "Worksite Setup" under My Workspace.
Check the checkbox that appears next to the course, and then click the 'Delete' link.
