Add integration/load testing to the content service

Description

The content service should have integration/load tests to verify it works with other modules. It should also have load tests to ensure consistent performance. These tests wil use the test-runner framework.

It should also have unit tests but I may not have time to add those as well.

Please create a branch for me to work on adding this testing.

I had thought you (Ian) had merged everything in. If not, then I am guessing it was just waiting for merging probably?

Its been in may queue for a while...

Is it Ok for a merge and has it been talked about on list.

I re-opened since there are still some dangling changes in the https://sakaiproject.atlassian.net/browse/SAK-12105#icft=SAK-12105 branch

that haven't been merged into trunk, which added a bit of confusion to our attempt to diagnose a problem last week. I'm guessing that this should go to Ian, though of course I'd trust either Aaron or Steve to do the merge too.

Load tests added and working. Branch work completed from my perspective, assigning to Steve G to complete and get the branch merged
