Documentation of the new conversion utility should be included in the release notes AND in the help documents used to install or upgrade sakai.

This has been fixed, verified and merged to 2.5.x.

A readme for the 2.4 to 2.5 conversion of content was added at the root of the content directory under SAK-12235. The information in that readme (as well as a similar readme int assignment) might be useful as instructions for use of the conversion utility as described in SAK-11887.

I think the documentation is in email messages and/or jira tickets. If need be, I could pull something together from there and get it to whoever needs it for release notes and other documents.
