Make Dropbox section-aware

Description

Courses with multiple TAs (teaching assistants) managing multiple discussion sections have a need for the TAs to be able to access student dropboxes by their sections. This is especially needed for large classes with students in the 100s or 200s. TAs in these types of courses would like to use the dropbox tool to collect student file uploads but it is currently too tedious to do so without section-awareness capability.

there is a new permission "dropbox.maintain.own.groups" to enable this feature for a role. This permission is added by default for TAs in KNL-1350. I'm not sure if this information might be useful in documentation.

Does this issue need any documentation in the Release notes other than being listed as a new feature ?
