Include easy way for users to add hyperlinks to Wiki pages

Description

A number of people are unsure how to create hyperlinks in the Wiki.

Of course, they can just paste in the link, but people would generally like to give it a title as well

{link:BBC|www.bbc.co.uk}

or even have it open in new window

{link:BBC|www.bbc.co.uk|none|_blank}

It would be good to put in an option in the UI for this.

If you intend implementing this issue please ensure that its up to date and assigned correctly

Maintenance team review: If this issue is being worked on please take ownership of it by assigning it to yourself. Otherwise it is likely to be closed as an abandoned issue. If this is not being pursued please close the issue.

Note, the WYSIWYG editor for the wiki (see ) referred to here was removed from the release for 2.6.0 (see ).
