ALL GB2s in dev are locked, even a brand new one (05-26-11-LOCKED GB?); I have not submitted grades for any of my other sites, except my one course site. Same for Steve's sites.

Also, as Steve, turned on GB2 for an old site (SCORM 001 WQ 2011) and it is locked.
