characters and foreign languages are converting to ???s...again...sometimes

gradebook2 GB2 v1.5.0-b3 on smartsite-dev.rsmart.com

problem initially was grbk-851, which I thought was fixed as testing on no category and weighted category with the same characters that previously failed HAD been working...until today.
both firefox and ie8

image 5-16-11_CHE118C_A14-A15 is what the correct characters look like...today anyway

the A12-A13 site was fine in regression testing but I looked at today and some characters have reverted to ???s, like they used to. the correct farsi characters item was added today by Thomas. I have NO IDEA what caused the reversion or why Thomas' is ok.

AND - if I export a grades only spreadsheet from the site, the correct characters are there...

I DON'T make this stuff up!

no, I don't think it's Excel. will comment in grbk-851

this may be because export/import file was opened in excel and imported back?
