With high enough font size selected (ctrl++) in browser to only show part of the grade items panel (left side panel), the browser scroll bar does not allow access to the grade spreadsheet panel (right side panel)

Description

If I increase the screen font size within a browser – e.g. if magnification needed due to vision problems – then the browser doesn't present a scroll bar to enable me to get to the right side of the page to see the grading spreadsheet panel of the gradebook.

In IE8, no horizontal scroll bar appeared. In Firefox 3.6, the horizontal scrollbar did not present enough scroll range to access the right side of the page.
Neither browser allowed access to the minimize button at the top right of the grade items panel of the gradebook (the left side panel).

Environment

firefox 3.16.13 -- browser horizontal scroll bar doesn't allow access to grade spreadsheet side of page. IE 8 - doesn't even provide a horizontal scroll bar
