Right frame aka Multi-Grade view sort on sections both doesn't work and doesn't not work consistently

Description

in the right frame spreadsheet view, sorting on section does not work AND, w/repeated attempts at sorting, doesn't mis-sort the same way each time.

section_ascending1 is first attempt at sorting by section in ascending order, partial view of students
section_ascending2 is the same sort, further down the list
section_descending1 is the first attempt at sorting by section in descending order, partial view of students
section_ascending_repeat is what it says it is, partial view, so you can see that it doesn't match ascending1 and 2

This seems to be affected by "students" who do not have a section assigned through Banner. If the Section cell is blank, it "confuses" the sorting process, and the behavior Nancy reported occurs.

These are both usability issues and not yet critical that I know of.
I would say they go on the CCFIT list. 829 seems like the more
important one to me. 825 looks like it should follow the gb.gradesection
permission that is properly set in the course realms for TA's.
