For letter grade gradebooks, don't show the grade scale because numeric values are meaningless in a letter grade grading setup

TESTING PROCESS -
site CHA 200 001 w10
1 - changed gradebook to letter grades
2 - in in edit dropdown, grade scale is greyed out so you can't access it
3 - change gb to points and edit-grade scale is accessible
4 - change back to letter grades and again you have no access to grade scale
QA RESULTS -
pass

remove edit gradescale menu and change to 'show gradescale' and show the scale used (from the spring bean)

I think the users want to know the values, so maybe we can add a 4th column for ranges so that they understand how the scale is used: the new column would be the midpoint of the scale
Another possibility would be to change menu to display a simple html page with that info in it and some simple text explaining the uses of the scale... converting from and to numbers from and to external environments, like T&Q tool, etc.

If we choose to remove the grade scale, we need to present an option to allow the setting of:
Letter Grades with +/1
Letter Grades
Pass / Not Pass
Functional descriptions:
For letter grade gradebooks, we don't show the grade scale
I have checked with Brian and the MY gradebook doesn't show the grade scale for letter grade type gradebooks.

Description: For lettergrade gradebooks, change the name of 'edit gradescale' menu item since you cannot edit the gradescale for those gradebooks. Instead use 'Change letter grade mode' (or ?) and instead of showing the gradescale edit grid in the panel below the drop down for letter grade mode, display an explanation of numeric conversions for letter grades with the static scale used.
Summary: remove the implication that letter grade gradebooks can have custom gradescales, show and explain the static scale used.
