import fails with blank grade

Description

Functional Description: Change the import process such that the gradebook will ignore " " (space(s)) in imported cells and prevents import failures and/or errors.

If you read a CSV file with " " for a grade, you get a error message.

If you're in Excel, there's no visible difference between a completely empty cell and one with " " in it, so I believe thiis should work. Leading and trailing blanks for numbers work.

Editing the grades in Excel is good enough.

only did it once. did not use text editor to grade. is that needed?

QA Testing:

See attached GRBK-760.csv file for an example. In that file, Adlam Martha's score for "HW 1" is not an empty string but contains a space, " "
Using spaces should not break the file inport process.

Merged manually trunk revision 70641 into 1.3.x-test. I had to do it manually, because the file name has changed.

Attaching GRBK-760.csv file that I used in GWT DEV mode to verify/test this issue. All data in that file is mock user data.
