Final Grade submission dialog should be a modal window

Description

The dialogs generated by the "Submit Final Grades" should be modal.

QA Test

Started gb final grade submission
with initial popup present, could not select a grade entry cell. (in the same situation in ss-test, I could enter another grade while the popup was up.)

Note that after the fgs file is created and the initial popup dissapears, and the new popup appears indicating the transfer to the bubble sheet is happening, you can then change grades (while the popup is present). I'm going to disregard this situation since the fgs file has already been sent.

Modal means that the dialog cannot be ignored, you cant click other places, etc.
