Zero in points possible column for assignment produces a division by zero error

Description
It shouldn't be possible to set this to a 0 thru the UI, but somehow we had a user do it. Probably the exception should be caught before it becomes a division by zero error.

Added an additional check to verify that the create and update will not allow 0 max points on the server. This is more thorough than the existing form validation check on the client that was already there.
It shouldn't be possible to set this to a 0 thru the UI, but somehow we had a user do it. Probably the exception should be caught before it becomes a division by zero error.
