"weight by points" selection does not hold during category creation

tested this yesterday and wrote it everywhere but here.
QA ENVIRONMENT -
vista enterprise, firefox, ie7

QA SUMMARY -
verify selecting "weight by points" (not "weight by category" as above...typo on my part)
parameter hold during category creation process.
1 - on several sites, created categories and selected "weight by points" parameter.
2 - saved and closed.
3 - edited category to make sure "weight by points" box is still checked - it is in each case.
QA RESULTS -
pass on -test

Fixed in trunk. Please wait for this to be pushed into a 1.1.0-bX fix version before testing.

steps to reproduce -
weighted category site...
1 - create a category as usual (name, % grade, etc) and check the "weight by category" box. save/close.
2 - edit the category box again. now, the "weight by category" is UNCHECKED.
3 - check the "weight by category" again, save and close.
4 - edit the box yet again. this time the parameter will have been saved.
discovered this trying to check fix for grbk-247...trying to figure out the order David did things in so I
could reproduce the issue.
