This patch contains some localisation code.It introduces a couple of new I18nConstants and "tries" to clearify the date handling.
The GRBK-1129 is included.
It has been tested by our QA and will go into production this summer.
I think we should review this for 1.9.0 ... getting date handling i18n'd would be good and this appears to be a good approach
