Recent code changes to GradebookImportController seem to address this request. The error notification now appears in a pop up window and stays until dismissed with the close icon in the upper right corner. Once dismissed, the import panel return button can be selected. (Or vice-versa, return, then close dialog.)
Setting to resolved for QA review.

This was noted in in that the error notification went away rather quickly in some circumstances. This notification should likely be made to persist until the return button is clicked or the notification text in this case should be part of the static screen.
