Changed the logic and updated tests so that eval is saved immediately

Are you waiting for design / functional feedback, or priorization ?
Functionally, comments above sound fine. Not a critical short-term change for us, but longer-term perhaps an important usability change, though could also wait for a more holistic UI review.

It also means tweaking the view to show edit immediately
Currently if you want to publish an evaluation based on a template (with changes), you need to do as follows:
1. Add evaluation page
2. Evaluation settings page
(here you can preview the template but not change the evaluation)
3. Continue to assign to courses
4. Save assigned groups
5. Done
then from My Evaluations
6. Click on Settings
7. Click on Edit next to template
This is counter-intuitive, as you essentially publish the evaluation, then go back and change it once published.
A more natural workflow is to allow editing the evaluation at step 2.
