Numerous events within Evalsys are causing users to complete the action numerous times.

For example - as admin user select Evaluation system tool

Select Add Evaluation

Enter title and select a template

Press Continue to settings

No errors are presented in the logs nor browser console

User is placed back at main Evaluations landing page

Users are also reporting this same issue when selecting "View Report" as well as pressing "Continue to Assign to Courses" when setting up an evaluation.

When the user goes back the second time to complete the action, it usually works successfully.
