Add a checkbox to the administrate page, labeled 'Enable the reversed display of scale options for selected scales.' The option is disabled by default.

When that option is enabled, the Modify Scales page will have an additional checkbox, labeled 'Show items in reverse order.'

When that box is checked, items using the scale in question will have their scale options displayed in reversed order when previewing an item or taking an evaluation.

There is no impact on the rendering of that item for reporting.

Also adds some additional wording to the top of Modify Scale page, to clarify which scale options are worth the most points. 'The first item is worth one point. The last item is worth N points, where N is the number of options.'

When a Scale is imported from XML, its reversed value is set to false if the xml import doesn't contain a <REVERSED> tag. Otherwise, the value imported is preserved.

This change requires a db conversion, the reference evaluation.sql files have been updated, and conversion scripts for mysql and oracle are included.

This change has been tested against evalsys 1.4.0 with mysql and oracle.
