Global Sakai Admin's untaken eval is shown at "complete" in the dashboard
But they still get the email reminder and can access the evaluation through the link in the email.

In our UCB version in production, we created a site that includes both Kevin & I as students using our admin logins. An evaluation was assigned to that site. A few days later in our dashboards the evaluation shows as complete even though we had not taken it. I had looked at it and perhaps even clicked around but not submitted. When the reminders went out we both got them & were able to follow the link and get to the evaluation. When I went to the evaluation there were no saved answers filled in and the it appears I can take it at this point (I don't want to actually take it since it will change my state & we may lose data important for the bug).

Unfortunately, I will need some more explicit steps to reproduce this (including the roles and permissions for whatever sites are assigned). As far as I can see, this is working as it should.

I tried the following to reproduce this but nothing I tried was able to cause an evaluation to be submitted unless I explicitly submitted it (which I tried to make sure it worked, and it did). NOTE that evals filters out the core super admin ("admin") so they are never considered when processing the on screen display. Other super admins are shown the evals but they have to taken them.

1) Created by instructor, assigned to super admin
2) Created by super admin, assigne to super admin
3) View via link on dashboard as admin
4) View via email link as admin
5) View via permalink as admin
6) Save without submit as admin

Looks like the issue here may have something to do with the way we handle the "eval taken" checks with super admins
