responses not saved if central authentication not required

Description

i set upa survey that does not require login "no central authenticatiopn required", I got several people to erspond but no respondses were saved.

Unable to reproduce using the following steps.

1) Created an evaluation including various types of questions and with comments.
2) Set the survey so that "No Central Authorization required"
3) Submitted anon surveys from Firefox, Chrome, IE
4) Verified the submitted answers were in the results.
