If a questions group header is more than a line long it displays strangely

Description

See attached screen shot. "The instructor:" was created as part of the header for the group of questions. There was a blank line in between it and the first sentence. I realize this structure will not work for the header generally the same issue arises if the question just happens to take up 2 lines. The 2nd line displays below horizontal rule.

Tested and verified this issue has been fixed. Will review this issue again once has been fixed.

Looks like this is a CSS issue and the solution is to change it so the header is not floating and is actually part of the page flow and pushes the rest of the content down. We may also want to align it slightly to the right or left to make the alignment either the same as the numbered text or clearly different.
