Tested and verified issue has been fixed.

Found a scenario where the cancel fails:

1. Create an evaluation with a compulsory item that has cancel permission.
2. Start the evaluation.
3. Click on the 'Submit Evaluation' button without answering the compulsory question.

The following validation message is displayed:

You left all response items blank, you must fill in at least one to submit the evaluation

4. Click on the Cancel button.

The evaluation page refreshes and the validation message is no longer displayed.

5. Click on the Cancel button again.

The Evaluation dashboard is displayed.

Added an administrative option to control displaying a Cancel button. Reworked administration display to use proposed format, including changes to "Save without Submit" option. Cancel button behavior, when clicked, returns to the Dashboard page. Code has been committed to SVN branch.

One more note: This design changes the structure of this section of the configuration page from other sections. However, I believe it is an improvement in being able to parse & easily understand these options. Perhaps we can move toward this structure for the rest of the page in the future. Since the only users that see this page are administrators I think it's okay to iteratively change the interface. I will need to have a design review with the community on this. Email to list to come.
