Clicking 'Submit for Grading' leads to page without navigation (or other) buttons

Description

After beginning an assessment in Dashboard, when a user tries to submit they are shown a confirmation page but there are no options to return to Sakai. No Continue, Return to List, etc. buttons are shown. User must close the page or retype the URL (image2).

Clicking the browser's Back button let's the user attempt to edit and re-submit the assessment (image2.png). Instead, the 'Previous' and 'Submit for Grading' buttons now redirect to another page, also without buttons (image3.png)

If the user hits the browser Back button multiple times, they are able to edit their assessment answers, but then become stuck between the Back button and the screen shown in image3.png
