Adding or removing rosters is not recognized by the Dashboard

Description

User links are not created or deleted when a new roster is added via the Sakai realms tool, or an existing roster is removed.

Attached is the diff file based on the dashboard/branch/1.2.x checkin. I do not have checkin permission for the dashboard trunk anymore.

It turns out that is different from DASH-324. Reopen it now.
