Mobile Dash: Provide path back to the pda portal once a user has accessed Mobile Dash

Description

The mobile dashboard provides a streamlined view of the Dashboard. In order to save space, the typical tool and course listings are removed from view. This means that users can only move back to pda portal by clicking 'back'. There should be a clear UI element that takes a user out of the mobile dash and back to the pda portal.

This should take the form of a button consistent with the pda portal button which takes the users out of a tool and back to the context of the originating site. A mockup is attached.
