Selecting the "Hide this Item" option in Resources does not remove it from the Dashboard

Description

Editing an existing file Resource and selecting "Hide this Item" does not remove that item from the dashboard.

1) Login as Instructor role and upload a file resource
2) Confirm that it displays in the Dashboard
3) Edit that File and select the "Hide this Item" radio button
4) Login as Student role and notice the file reference still displays in the Dashboard

Note, that if you create a new resource and select "Hide this Item" prior to submitting, it will indeed hide the resource in the Dashboard as expected. It only fails when revising a Resource.

with additional fix in resource event processor, r78369, the hide/show resource item flow now sync with dashboard tool correctly.

The fix for is committed to trunk of kernel, but that does not seem to solve this problem.
